تحلیل روند پژوهش‌های حوزۀ حکمرانی در ایران

چکیده
به‌رغم این‌که مسئله حکمرانی عمری به درازای زندگی بشر دارد؛ اما از ظهور آن به معنای یک حوزه مطالعاتی میان‌رشته‌ای، بیش از سه دهه نمی‌گذرد. در ایران نیز با اندکی تأخیر و به‌تدریج، مفهوم حکمرانی مورد توجه اندیشمندانِ رشته‌های مختلف قرار گرفت. نظر به اهمیت درکِ تحولات حوزه‌های علمیِ نوظهور از منظر سیاست‌گذاری علم، پژوهشگر در این پژوهش به دنبال شناسایی و تحلیل روند پژوهش‌های حوزه مطالعاتی حکمرانی در ایران است. بدین منظور کلیه مقالات علمیِ فارسی که در حوزه حکمرانی تا سال 1402 منتشرشده، بالغ بر 1038 مقاله، به روش مرور ادبیات نظام‌مند تحلیل شده است. یافته‌های پژوهش نشان می‌دهد نخستین مقاله علمیِ حکمرانی در ایران در سال 1380 منتشر شده و از آن به بعد، روند انتشار مقالات حکمرانی همواره صعودی و به‌ویژه در یک دهه اخیر به‌شدت افزایشی بوده است. همچنین مقالات حوزه حکمرانی در 307 مجله علمی از 23 رشته مختلف منتشر شده، لیکن پنج رشته اصلیِ سهیم در مطالعات میان‌رشته‌ایِ حکمرانی به ترتیب عبارت‌اند از: علوم سیاسی (31 درصد)؛ مدیریت (21 درصد)؛ اقتصاد (13 درصد)؛ علوم اجتماعی (8 درصد)؛ فقه و حقوق (6 درصد). پربسامدترین کلیدواژه در پژوهش‌های حکمرانی در ایران، «حکمرانی خوب» است که در 275 مقاله (قریب به 27 درصد کل مقالات حکمرانی) مورد استفاده قرار گرفته است. واکاوی جزئی‌ترِ پژوهش‌های حکمرانی در پنج رشته اصلیِ سهیم بیانگر اشتراکات و افتراقاتی در حوزه تمرکز است: مهم‌ترین وجه اشتراک، صدارتِ کلیدواژه «حکمرانی خوب» در هر پنج رشته است. در مرتبه بعد عمده تمرکز به تفکیک رشته‌ها در علوم سیاسی بر «ایران»؛ در مدیریت بر «حکمرانی الکترونیک»؛ در اقتصاد بر «رشد اقتصادی»، در علوم اجتماعی بر «دولت» و در فقه و حقوق بر «حاکمیت قانون» است. یافته‌ها و نتایج این پژوهش می‌تواند در امر سیاست‌گذاری مدبرانه پژوهش‌های حوزه حکمرانی در جمهوری اسلامی ایران راهگشا باشد.

Trend Analysis of Governance Research in Iran

چکیده English

Despite the fact that the issue of governance has existed as long as human life, it has been no more than three decades since its emergence as an interdisciplinary field of study. In Iran, although slightly delayed, the concept of governance was gradually recognized by thinkers from different disciplines. Considering the importance of understanding the developments of emerging scientific fields from the perspective of science policymaking, the researcher in this study seeks to identify and analyze trends in governance research in Iran. For this purpose, all Persian scientific articles published in the field of governance up to 1402, amounting to 1,038 articles, were analyzed using a systematic literature review method. The findings indicate that the first scientific article on governance in Iran was published in 1380, and since then, the publication trend has been consistently upward, with a sharp increase in the last decade. Additionally, governance articles have been published in 307 scientific journals across 23 different disciplines, but the five main disciplines contribute most significantly to interdisciplinary studies of governance. These are: political science (31 percent); management (21 percent); economics (13 percent); social sciences (8 percent); and jurisprudence and law (6 percent). The most frequent keyword in governance research in Iran is “good governance,” which appears in 275 articles (nearly 27% of all governance articles). A more detailed analysis of governance research within the five main disciplines shows both commonalities and differences in focus. The most important commonality is the prominence of the keyword “good governance” in all five fields. Other key focuses include: “Iran” in political science; “electronic governance” in management; “economic growth” in economics; “government” in social sciences; and “rule of law” in jurisprudence and law. The findings of this research can inform prudent policymaking and strategic planning for research in the field of governance in the Islamic Republic of Iran.
