الگوی توسعه منابع انسانی مبتنی بر حکمرانی نرم در جمهوری اسلامی ایران

چکیده
این پژوهش با رویکرد نظریه داده‌بنیاد به طراحی مدل توسعه منابع انسانی بر پایه حکمرانی نرم پرداخته است. نتایج نشان می‌دهد توسعه منابع انسانی در این چهارچوب تحت تأثیر عواملی چون نگاه انسان‌محور، کاهش تعارضات سازمانی، تفاوت‌های فرهنگی و ضرورت بهره‌وری قرار دارد. عوامل زمینه‌ای شامل سبک رهبری، فرهنگ سازمانی ویژگی‌های کارکنان و محیط اقتصادی ـ سیاسی بوده و عوامل مداخله‌گر نیز فناوری‌های نوین، میزان تعهد یا مقاومت مدیران، ساختار سازمانی و شبکه‌های اجتماعی هستند. راهبردهای اصلی عبارت‌اند از: تقویت مشارکت کارکنان، آموزش مهارت‌های نرم، ایجاد نظام بازخورد مستمر و ترویج ارتباطات شفاف و غیررسمی. پیامدهای این مدل شامل تعلق سازمانی بیشتر، رضایت شغلی بالاتر، کاهش جابه‌جایی و تعارضات مخرب و افزایش نوآوری سازمانی است. در مجموع، مدل پیشنهادی حکمرانی نرم را رویکردی مؤثر برای توسعه منابع انسانی و ارتقای پایداری و عملکرد سازمان معرفی می‌کند.

Human Resource Development Model Based on Soft Governance in the Islamic Republic of Iran

چکیده English

This study presents a human resource development (HRD) model based on soft governance principles, utilizing grounded theory methodology. Key drivers include human-centered approaches, conflict reduction, cultural diversity, and productivity enhancement. Influencing factors encompass leadership style, organizational culture, employee traits, and the economic-political context. Intervening elements involve technological progress, managerial commitment or resistance, organizational structure, and social networks. Core strategies focus on increasing employee participation, soft skills training, continuous feedback, and transparent, informal communication. Outcomes of the model include improved organizational belonging, higher job satisfaction, reduced turnover, fewer conflicts, and increased innovation. Overall, the model highlights soft governance as an effective approach for HRD, supporting organizational sustainability, adaptability, and long-term performance.
