بازتعریف گفتمان کارآمدی در حکمرانی و نقش طراحی خط‌مشی در تحول مفهومی

چکیده

مفهوم کارآمدی در گفتمان مسلط سیاست‌گذاری ایران، عمدتاً در چهارچوبی برایندی، کمّی‌نگر و تکنوکراتیک بازنمایی شده است؛ چهارچوبی که سیاست را کنشی ابزاری برای تحقق اهداف از پیش تعیین‌شده تلقی می‌کند و نسبت به فرایندهای معناساز، تعاملی و یادگیرنده بی‌اعتنا است. این مقاله با هدف بازخوانی انتقادی حول تلقی تثبیت‌شده‌ای از کارآمدی، به این پرسش می‌پردازد که طراحی خط‌مشی چگونه می‌تواند در مقام کنشی معناساز مبتنی‌بر ابعاد گفتمانی، بازتابی و ظرفیت‌ساز، بستری برای بازتعریف مفهومی کارآمدی و تحول در منطق سیاست‌گذاری فراهم آورد. چهارچوب نظری مقاله مبتنی‌بر تلفیق سه رهیافت طراحی بازتابی، طراحی گفتمانی و طراحی ظرفیت‌ساز است. روش پژوهش، تحلیل مفهومی-تفسیری در سنت گفتمان‌پژوهی سیاستی است که با منطق مطالعه موردی تبیینی، چهار تجربه سیاستی در ایران را واکاوی می‌کند: برنامه‌های توسعه، طرح مسکن مهر، سیاست ارز ترجیحی و طرح تحول سلامت. تحلیل صورت گرفته نشان می‌دهد که سیاست‌هایی با طراحی اقتدارگرایانه و برایندی، به سبب انسدادهای مفهومی، غیبت سازوکارهای یادگیری و ناتوانی در تولید معنا، به بازتولید ناکارآمدی ساختاری منجر شده‌اند. در مقابل، تجربه آغازین طرح تحول سلامت نشان می‌دهد که طراحی سیاست، اگر در قالب کنشی مشارکتی، تفسیری و معناساز صورت گیرد، می‌تواند زمینه‌ساز گسست گفتمانی و خلق روایت بدیل از کارآمدی باشد. در نهایت یافته‌ها حاکی از آن است که عبور از بحران مشروعیت و ناکارآمدی مزمن، نه از طریق اصلاح ابزارها، بلکه از رهگذر برساخت‌گرایی مفهومی و ارتقای طراحی سیاست به سطح کنش ارتباطی در بستر گفتمان حکمرانی ممکن است.

Redefining the Discourse of Effectiveness in Governance: The Transformative Role of Policy Design

چکیده English

Effective governance is a cornerstone of successful policymaking, yet conventional discourses on effectiveness often prioritize immediate results and quantitative indicators. Such approaches neglect the participatory, interpretive, and learning-oriented dimensions essential for sustainable and legitimate governance. This study reevaluates the concept of effectiveness by examining how policy design—understood as a reflexive, discursive, and capacity-building practice—can foster a paradigm shift in both the understanding and implementation of effective policies. Employing a discourse-oriented, interpretive methodology, the research integrates three complementary approaches: reflexive policy design, discursive analysis, and capacity enhancement strategies. Four major Iranian policies are analyzed: the National Development Plans, the Mehr Housing Project, the Preferential Currency Policy, and the Health Transformation Plan. The findings demonstrate that output-focused, rigidly designed policies frequently reinforce structural inefficiencies through discursive closure and limited institutional feedback. By contrast, the initial phase of the Health Transformation Plan illustrates how meaning-oriented design can foster discursive innovation, encourage alternative narratives, and enhance policy adaptability. The study concludes that overcoming Iran's persistent policy failures and governance legitimacy deficits requires moving beyond technocratic, engineering-based approaches toward a constructivist paradigm. Within this paradigm, policy design becomes a communicative act embedded in the discursive fabric of governance, fostering participation, dialogue, and institutional learning. Redefining effectiveness through such a lens offers a pathway to more inclusive, adaptive, and sustainable governance, with broader implications for contexts facing similar challenges.
