نیازسنجی پهنه‌های شهری برای تقویت و گسترش فضای سبز با تاکید بر عدالت فضایی (مطالعه موردی: کلانشهر تهران)

چکیده
پراکنش پوشش گیاهی باید به تناسب گستره شهر و نیاز جمعیتی ساکن در مناطق آن باشد تا تراکم و سرانه فضای سبز موجب بهبود عدالت فضایی شود. هدف این پژوهش، اولویت‌بندی مناطق و محله‌های شهر تهران به لحاظ نیاز به اقدام‌های پشتیبان برای ایجاد فضای سبز است. نوع پژوهش، کاربردی و روش، توصیفی- تحلیلی بوده است. ابزارها شامل تصویر ماهواره‌ای، آمار جمعیتی و نرم‌افزار بوده است. پس از تهیه تصویر ماهواره‌ای مناسب و طبقه‌بندی آن مبتنی بر طبقه‌بندی شی‌گرای تصاویر ماهواره‌ای در نرم‌افزار Ecognition Developer، نقشه فضای سبز شهر تهران در سال 1403 بر اساس سبزینگی مبتنی بر شاخص نرمال شده تفاضل پوشش گیاهی (NDVI)، استخراج شد. سپس سرانه فضای سبز و تراکم فضای سبز به تفکیک پهنه‌های مورد بررسی با استفاده از تحلیل فضایی در نرم‌افزار ArcGIS استخراج و نقشه‌سازی گردید. در نهایت با تلفیق دو لایه اطلاعاتی (تراکم فضای سبز و سرانه فضای سبز)، پهنه‌های مدیریتی اولویت‌دار به منظور تقویت و گسترش فضای سبز تعیین شد. بر اساس یافته‌های نیازسنجی لازم است ابتدا مناطق دارای درجه نیاز بالا (به ترتیب 10، 8، 17، 11، 12، 7، 14، 13، 9 و 19) مورد توجه و سرمایه‌گذاری قرار گیرد. محله‌های نیازمند در مناطق مرفه و محله‌های محروم در مناطق محروم باید در کانون اقدامات آینده قرار گیرند. نابرابری‌ قابل توجه در سرانه و تراکم فضای سبز در مناطق تهران، نیاز مبرم به برنامه‌ریزی راهبردی و خط‌مشی‌گذاری برای دستیابی به عدالت فضایی را برجسته می‌کند. توزیع مؤثر و عادلانه فضاهای سبز نیازمند خط‌مشی‌های مبتنی بر داده متناسب با نیازهای محلی است.

Need Assessment of Urban Zones to Strengthen and Expand Green Space with Emphasis on Spatial Justice (Case Study: Tehran Metropolitan)

The distribution of vegetation in urban areas should correspond proportionally to the city’s extent and the population's needs to improve green space density and per capita availability, thereby promoting spatial justice. This applied research aims to prioritize the districts and neighborhoods of Tehran for supportive actions in green space creation. The study uses a descriptive-analytical method and employs satellite imagery, population statistics, and specialized software tools. Initially, a suitable satellite image was prepared and classified through object-based classification using eCognition Developer software. Based on greenness and the Normalized Difference Vegetation Index (NDVI), a detailed green space map of Tehran for 2024 was extracted. Then, spatial analysis was performed using ArcGIS software to calculate and separately map per capita green space and green space density across the studied zones. By combining green space density data with per capita green space, prioritized management zones were identified to guide the strengthening and expansion of green spaces. The needs assessment results show that districts 10, 8, 17, 11, 12, 7, 14, 13, 9, and 19 have the highest priority for investment and attention. Among these, high-need neighborhoods within affluent districts and underserved neighborhoods in deprived areas should be focal points in future actions. Significant disparities in green space per capita and density across Tehran’s districts highlight the urgent need for strategic planning and policymaking to achieve spatial justice. Effective and equitable distribution of green spaces requires data-driven policies tailored to local needs.
