چکیده
بخش کشاورزی به‌عنوان بخش اصلی تأمین­کننده امنیت غذایی، یکی از اصلی‌ترین زیربنای اقتصادی و امنیتی هر کشوری محسوب می‌گردد. به دلیل شرایط اقلیمی و آب و هوایی کشور و نیز تهدیداتی که از خارج از کشور امنیت غذایی کشور را تهدید می‌کند، توجه به افزایش تولید و نیل به خودکفایی در کالاهای راهبردی امری ضروری به نظر می‌رسد که در سیاست‌های کلی نظام نظیر بند 6 سیاست‌های کلی برنامه هفتم توسعه به صراحت به آن تأکید کرده است. برنج با سرانه مصرف مطلوب سالانه 5/36 کیلوگرم که دومین محصول پرمصرف کشاورزی بعد از گندم در ایران محسوب می­شود، به‌عنوان یک محصول راهبردی جایگاه ویژه‌ای در کشور دارا است. این پژوهش با استفاده از تحلیل داده و روش کتابخانه‌ای و پرسش نخبگانی به محاسبه ضریب خودکفایی در محصول راهبردی برنج پرداخته و در راستای ضرورت تحقق خودکفایی این محصول در کشور به دنبال پاسخ به این پرسش است که نقاط قوت، ضعف، فرصت‌ها و تهدیدها در این حوزه کدامند؟ و راهبردهای لازم برای تحقق خودکفایی در محصول برنج چیست؟ نتایج این تحقیق نشان می‌دهد که باید برای این مهم راهکار یک بسته سیاستی به‌صورت هم‌زمان اجرا کرد که شامل شناسایی زمین‌های بالقوه و بالفعل، ایجاد آب‌بندان و ذخیره آب‌های سطحی، انتقال دانش نوین به کشاورزان، تولید بذر مناسب، ایجاد تعاونی مصرف برای تهیه سم و کود و تعاونی فروش برای محصول تولیدی، ایجاد تعرفه مناسب گمرکی برای واردات و تنظیم بازار، یکپارچه‌سازی مزارع و استفاده از ادوات نوین است تا با انجام هم‌زمان این اقدامات، افزایش تولید برنج و خودکفایی محقق شود.

Agriculture is a fundamental pillar of economic stability and national security. Rice, with an annual per capita consumption of 36 kilograms, is Iran's second most consumed agricultural product after wheat, highlighting its strategic importance. This study, based on library research and expert consultations, emphasizes the necessity of achieving self-sufficiency in rice production and explores strategies to attain this goal. Given Iran's high rice consumption, specific political conditions, and favorable environmental factors, increasing domestic production is essential. The proposed comprehensive policy package involves multiple coordinated measures: identifying suitable lands for cultivation, constructing reservoirs, enhancing surface water retention, prioritizing water management, transferring modern agricultural knowledge from extension agents to farmers, customizing seed production for regional conditions, introducing fast-yielding and resistant varieties for secondary planting, establishing consumer cooperatives for fertilizer and pesticide procurement, strengthening sales cooperatives, setting appropriate tariffs on imports, regulating markets, promoting farm consolidation, and adopting innovative agricultural technologies. Effective implementation of these strategies by relevant institutions can significantly boost rice production and achieve self-sufficiency in this vital crop.
