ارزیابی ریسک های مدیریتی در حکمرانی تنظیمگرانه بخش فناوری اطلاعات و ارتباطات

چکیده
چکیده:
اقتصاد دیجیتال به عنوان یکی از مولفه‌های کلیدی توسعه پایدار در عصر جدید، نقشی حیاتی در تحول و پیشرفت جوامع ایفا می‌کند. این پژوهش با هدف شناسایی، دسته‌بندی، اولویت بندی و ارائه پاسخ مناسب به ریسک‌های مدیریتی حکمرانی تنظیمگرانه مؤثر بر اقتصاد دیجیتال در بخش فناوری اطلاعات و ارتباطات انجام شده است.
در بخش کیفی پژوهش، برای شناسایی و دسته بندی ریسک ها، از روش تحلیل مضمون استفاده می شود. داده‌ها از طریق اسناد قانونی و مصاحبه‌های نیمه‌ساختاریافته با خبرگان حوزه فناوری اطلاعات و ارتباطات، جمع‌آوری شده‌اند. در بخش کمی، برای رتبه بندی ریسک ها از مصاحبه ساختاریافته با خبرگان و سپس روش برنامه ریزی خطی OPA استفاده شده است.
این پژوهش به دلیل ارائه همه مراحل شناسایی، دسته‌بندی، رتبه بندی و ارائه پاسخ به ریسک‌های مدیریتی حکمرانی تنظیمگرانه اقتصاد دیجیتال متمایز است. نتایج این پژوهش می‌تواند برای بهبود حکمرانی و تنظیمگری و نیز تصمیم گیری آگاهانه تر برای سیاست‌گذاران و مدیران در حوزه فناوری اطلاعات و ارتباطات استفاده شود.
در نهایت، 20 ریسک مدیریتی در 9 شاخه، شناسایی شد و اقدامات و سیاست های پیشنهادی برای مدیریت ریسک های اصلی ارائه گردید.

چکیده English

The digital economy—an essential pillar of sustainable development in the contemporary era—plays a vital role in the transformation and advancement of societies. This study seeks to identify, categorize, prioritize, and propose appropriate responses to managerial risks associated with the regulatory governance of the digital economy within the Information and Communication Technology (ICT) sector. The research adopts a mixed-methods approach. In the qualitative phase, thematic analysis is used to identify and categorize risks, drawing on data collected from legal documents and semi-structured interviews with ICT experts. In the quantitative phase, structured expert interviews are conducted to rank the identified risks using the Ordinal Priority Approach (OPA). Distinguished by its comprehensive methodology, this study contributes to the literature by offering a structured framework for managing regulatory risks in the digital economy. The findings are intended to support more effective governance, improve regulatory practices, and enhance decision-making for policymakers and ICT sector managers. Ultimately, 20 managerial risks were identified and grouped into 9 categories. Policy recommendations and action plans are proposed for addressing the most critical risks.
