نظام جهانی علم و راهبردهای ارتقای همکاری علمی ایران و چین

چکیده
امضای تفاهم‌نامه همکاری جامع بین دو کشور ایران و چین در افق 25‌ساله زمینة گسترش همکاری‌های دوجانبه در حوزه‌های مختلف را تسهیل‌ کرده است. همکاری علمی یکی از ابعاد موردتوجه در این سند است. تخصیص بندهایی به همکاری علمی بین دو کشور علاوه بر ایجاد فرصت توسعة علمی می‌تواند زمینه‌ساز همکاری در سایر حوزه‌ها شود. تمرکز این مقاله بر ارائه راه‌کارها و راهبردهای سیاستی برای ارتقای سطح همکاری‌های علمی با توجه به ارادة نظام حکمرانی دو کشور برای ارتقای روابط در افق 25ساله است. برای دستیابی به این هدف چهارچوب نظری مشتمل بر گزاره‌های مستخرج از نظام شبکه‌ای و ساختار-کارگزار برای سه سطح خرد، میانی و کلان ترسیم‌شده است. روش پژوهش مقاله، تحلیل ساختاری-تفسیری است و نتیجه اینکه همکاری علمی دو کشور ایران و چین متأثر از مجموعه‌ای از عوامل در سه سطح کلان، میانی و خرد است که به‌طور مستقیم و غیرمستقیم بر پیشبرد آن تأثیرگذارند. بر اساس یافته‌های پژوهش عوامل سطح کلان مشتمل بر «ارادة سیاسی» و «عضویت ایران در ابتکار کمربند-راه» بیشترین تأثیر مستقیم را بر گسترش همکاری‌های علمی دو کشور دارند. دستاورد اصلی مقاله، تعیین سهم عوامل تأثیرگذار و نوع روابط بین این شبکه از عوامل و ارائه پیشنهاد‌هایی برای اولویت‌بندی آن‌ها با هدف ارتقای همکاری علمی بین دو کشور ایران و چین است.

The Global System of Science and the Strategies for Promoting Scientific Cooperation between Iran and China

The signing of a memorandum of understanding on comprehensive cooperation between the two countries of Iran and China over the next 25 years has facilitated the expansion of bilateral cooperation in various fields. Scientific cooperation is one of the important dimensions of this document. Allocating clauses to the scientific cooperation between the two countries, in addition to creating the opportunity for scientific development, can be the basis for cooperation in other fields. The focus of this article is on providing policy solutions and strategies to improve the level of scientific cooperation, considering the will of the governance systems of the two countries to improve relations over the next 25 years. To achieve this goal, a theoretical framework containing propositions derived from the network system and structure-agent has been drawn for three micro, medium, and macro levels. The research method is structural-interpretive analysis. The result is that the scientific cooperation between the two countries, Iran and China, is affected by a set of factors at the macro, medium, and micro levels that directly and indirectly affect its progress. Based on the findings of the research, macro-level factors, including "political will" and "Iran's membership in the Belt and Road Initiative," have the greatest direct impact on the expansion of scientific cooperation between the two countries. The main achievement of the article is to determine the share of influential factors and the types of relationships between this network of factors and to provide suggestions for prioritizing them with the aim of promoting scientific cooperation between the two countries of Iran and China.
