طراحی الگوی مفهومی حکمرانی مشارکتی در ایران: رویکرد داده بنیاد

چکیده

حکمرانی مشارکتی یکی از رویکردهای موفق در جهان در زمینه حکمرانی است. بررسی‌ها نشان می‌دهد، ارائه یک الگوی حکمرانی مشارکتی متناسب با مبانی اعتقادی و مسائل فرهنگی و اجتماعی کشور، کمک بسیاری به حل مسائل حکمرانی خواهد کرد. با توجه به اینکه تاکنون الگوی بومی در زمینه حکمرانی مشارکتی طراحی نشده است، هدف این پژوهش ارائه الگوی مفهومی حکمرانی مشارکتی در ایران بر اساس تحلیل داده بنیاد است. ابزار مورداستفاده برای جمع‌آوری اطلاعات در این تحقیق، مصاحبه نیمه ساختاریافته بوده است که از نظرات 27 نفر از خبرگان این حوزه استفاده‌شده است. روش نمونه‌گیری، هدفمند بوده است. پس از جمع‌آوری داده‌ها، بر اساس روش داده بنیاد مفاهیم به‌صورت باز، محوری و انتخابی کدگذاری شده است. با کدگذاری‌های انجام‌شده، 25 مفهوم به‌دست‌آمده است که در قالب 5 مقوله شرایط علّی، شرایط زمینه‌ای، شرایط مداخله‌گر، راهبردها و پیامدها، دسته‌بندی‌شده‌اند و به‌صورت مدلی برای پدیده محوری حکمرانی مشارکتی ارائه‌شده است. یافته‌ها نشان می‌دهد عواملی از قبیل عدم احساس نیاز به حکمرانی مشارکتی و درک مزایای آن، فاصله بین نخبگان و مردم با نهاد‌های حکمرانی و افزایش تنش‌ها، ضعف فرهنگ کار مشارکتی، ضعف دررسیدن به تفاهم و تجمیع نظرات، درک نامناسب رفتارها و مدل‌های ذهنی افراد و ماهیت متفاوت حکمرانی در اسلام و غرب ازجمله شرایط علّی حکمرانی مشارکتی است. همچنین، عواملی از قبیل افزایش رشد (پیشرفت) در کشور، افزایش انسجام در جامعه، افزایش عدالت در جامعه و افزایش بهره‌وری در کشور مهم‌ترین دستاوردهای حکمرانی مشارکتی در کشور می‌باشد.

چکیده [English]

Participatory governance is one of the successful approaches in the world in the field of governance. Surveys show that providing a participatory governance model following the religious foundations along with the cultural and social issues of the country will help a lot in solving governance challenges. The research purpose is to present a conceptual model of participatory governance in Iran based on the foundation's data analysis. The tool used to collect information in this study was a semi-structured interview that used the opinions of 27 experts in this field. The sampling method was purposeful. After collecting the data, based on the grounded theory method, the concepts are coded openly, centrally, and selectively. With the coding performed, 25 concepts were obtained which were classified into 5 categories: causal conditions, contextual conditions, intervening conditions, strategies, and consequences and are presented as a model for the central phenomenon of Participatory governance. The findings show factors such as not feeling the need for participatory governance and understanding its benefits, the distance between the elites and the people with the governing institutions and increasing tensions, weakness of collaborative work culture, weakness in reaching understanding and gathering opinions, inadequate understanding of people's behaviors and mental models and the different nature of governance in Islam and the West are the causal conditions of participatory governance. Also, factors such as increasing progress in the country, increasing cohesion in society, increasing justice in society, and increasing productivity in the country are the most important achievements of participatory governance in the country.
