This article uses the “document centered state” to describe a condition in which a formal policy commitment exists but its pathway to implementation remains weak or fragmented across legal rules, financing where relevant, institutional responsibility, operational planning, indicators, evaluation, and revision. The study examines the quality of these connections in three selected domains of Iran’s General Policies. It combines institutional public law analysis with directed qualitative document analysis of the Constitution, three policy domains, and seven related legislative or executive instruments issued between 2001 and 2026. The unit of analysis is the “realization link,” covering the implementing rule, financing where relevant, responsibility and competence, planning, indicators and data, reporting, evaluation, and revision. Comparison of the cases identifies five recurring locations of disconnection involving the legal basis for implementation, financing, responsibility, planning and measurement, and the relation between evaluation and revision. The growth and productivity provisions of the Seventh Plan show the clearest formal connection among objectives, responsibility, planning, indicators, and reporting. The article therefore proposes an “Institutional Realization Annex” that brings the information required for implementation and evaluation together at the design stage. Document centered governance is thus better identified through the quality of the pathway by which strategic commitments are carried into effect than through the number of documents alone.
