ارزیابی مدیریت تحول در شورای عالی انقلاب فرهنگی: مطالعه موردی مصوبه سند تحول شورای عالی انقلاب فرهنگی

چکیده
تحول سازمانی در نهادهای عمومی و حاکمیتی به دلیل گستردگی مأموریت‌ها، تعدد ذی‌نفعان و تأثیرپذیری از شرایط سیاسی و اجتماعی، فرایندی پیچیده و دشوار است. شورای عالی انقلاب فرهنگی به‌عنوان قرارگاه فرهنگی کشور، جایگاهی ویژه در نظام حکمرانی کشور دارد و طی سال‌های اخیر ضرورت تحول آن مورد تأکید مقام معظم رهبری (مدظله‌العالی) قرار گرفته است. با توجه به تصویب سند تحول شورای عالی انقلاب فرهنگی در سال 1401 و پیگیری اجرای آن طی نزدیک به سه سال اخیر، این پژوهش با هدف شناسایی محورهای اصلی تحول در شورای عالی و تحلیل وضعیت آن‌ها پس از اجرای سند انجام شده است. در این پژوهش پس از بررسی مصوبات شورای عالی مرتبط با تحول شورا، از روش تحقیق کیفی مبتنی بر مصاحبه‌های نیمه‌ساختاریافته با خبرگان و تحلیل محتوای کیفی استفاده شده است. یافته‌ها نشان می‌دهد که تحول شورا در 9 محور اصلی قابل صورت‌بندی است: جایگاه مصوبات در نظام حکمرانی، دامنه مأموریتی و سطح ورود شورا، توجه به چرخه کامل سیاست، امتداد مصوبات در قوانین و مقررات، نسبت شورا با مجلس شورای اسلامی، نظارت بر عملکرد شورا، چیدمان ستادهای دبیرخانه، فرایند تعیین اولویت‌ها و دستورکارگذاری مصوبات، نسبت شوراهای وابسته و دبیرخانه. با توجه به تحلیل یکپارچه وضعیت این محورهای تحولی، می‌توان نتیجه گرفت که تصویب و اجرای سند تحول در سه بُعد جایگاه و مأموریت شورای عالی، ساختارها و فرایندهای داخلی و ارتباطات نهادی، ظرفیت‌هایی را برای تحقق دو هدف ارتقای کارایی و اثربخشی شورای عالی فراهم کرده است. بااین‌حال، ضروری است حوزه‌های همچون بازتاب متناسب مصوبات در قوانین و مقررات،‌ ساماندهی ساختاری ستادها و شوراهای وابسته،‌ راهبری اجرای مصوبات و نظارت بر آن‌ها و سازوکارهای تعیین اولویت‌ها و دستورکارگذاری، مورد توجه بیشتر قرار گیرند.

چکیده English

Change management in public institutions is a complex and challenging process due to their broad mandates, multiple stakeholders, and the influence of socio-political dynamics. The Supreme Council of the Cultural Revolution (SCCR) occupies a unique position in the country's governance system, and in recent years, the necessity of its transformation has been emphasized by the Supreme Leader. Following the approval of the SCCR's Transformation Resolution in 2022 and its implementation over the past three years, this research seeks to identify the main axes of change in the SCCR and analyze their status after the implementation of this resolution. To this end, after reviewing the SCCR's resolutions related to this issue, a qualitative approach based on semi-structured interviews with experts and qualitative content analysis was employed. The findings indicate that the transformation of the SCCR can be categorized into nine main axes: the legal and governance position of SCCR resolutions; the scope of missions and level of engagement of the SCCR; attention to the full policy cycle; the incorporation of resolutions into national laws and regulations; the relationship between the SCCR and the Islamic Parliament of Iran; monitoring the Council's performance; the structural arrangement of the SCCR secretariat units; the process of setting priorities and agendas; and the relationship between affiliated councils and the secretariat. An integrated analysis of these axes suggests that the approval and implementation of the Transformation Resolution have created new capacities in three dimensions—the SCCR's position and mission; its internal structures and processes; and its institutional relations—thereby contributing to the goals of enhancing the efficiency and effectiveness of the SCCR. Nevertheless, further attention is needed to issues such as the appropriate reflection of SCCR resolutions in laws and regulations; the organizational alignment of secretariat units and affiliated councils; strengthening implementation and monitoring mechanisms; and establishing clearer processes for setting priorities and agendas.
