Objective: The aim of the present study is to identify the components and factors affecting human resource governance in line with the implementation of general sea-based development policies in Iran.
Research Method: This study is designed with a qualitative approach and based on content analysis in order to achieve a deep and practical understanding. The statistical population included specialists and experts who had at least five years of professional experience in this field. Sampling was carried out in a theoretical and purposeful manner and the sampling process continued until theoretical saturation was achieved, so that after 13 interviews, no new and significant data was extracted. Data collection was carried out through semi-structured and in-depth interviews, which allowed for a comprehensive exploration of the participants' perspectives.
Findings: The data were analyzed using the inductive coding method to reach the final themes and the thematic network was drawn with the qualitative data analysis software NVivo version 10. The results showed that the main themes of the research are categorized into three general dimensions: the structural and institutional dimension, including structural and institutional inefficiencies in effective human resource governance and potential capacities for empowering ocean-based human resources; the institutional and interactional dimension, including institutional roles and interaction patterns of actors in realizing human resource governance; and the strategic and participatory dimension, which includes strategies for institutional and structural capacity building and strengthening inter-sectoral synergies and multi-level partnerships.
Conclusion: Human resource governance in ocean-based development faces structural and institutional challenges.
