افق‌های آینده دیپلماسی عمومی ایران و چین: تحلیل مبتنی بر سیاست‌های برنامه هفتم توسعه ج.ا.ا

چکیده
دیپلماسی عمومی یکی از ابزارهای سیاست خارجی است که با رویکرد نوینی که در پیشبرد اهداف و تامین منافع ملی دولت ها داشته، از اقبال بیشتری در سیاستگذاری خارجی دولت ها برخوردار گردیده است. این رویکرد نوین دیپلماسی واکنشی به شرایط جدید جهانی است که در آن شهروندان و بازیگران نوظهور، نقش بسیار تاثیرگذاری در ایجاد قواعد بین المللی و هنجارها و همچنین مدیریت امور جهان ایفا می کنند. بر همین اساس سوال اصلی مقاله حاضر این است که زمینه‌های تقویت دیپلماسی عمومی ایران-چین با تاکید بر سیاست های هفتم توسعه در مناسبات دو کشور چگونه است؟ فرضیه پژوهش بدین‌گونه مفصل‌بندی شده است که ایران و چین قادر هستند تا با برخورداری از ظرفیت های فرهنگی- تمدنی،علمی – آموزشی، سیاسی و اقتصادی، مناسبات دوجانبه را گسترش داده و تقویت کنند. ‌پژوهش حاضر از نوع کیفی بوده و از روش توصیفی-تحلیلی برای بررسی موضوع پژوهش استفاده شده است. داده‌های مورد نیاز نیز از طریق منابع کتابخانه‌ای و اسنادی جمع‌آوری شده است. علاوه بر این، برای تبیین موضوع پژوهش از چارچوب مفهومی دیپلماسی عمومی بهره برداری شده است. یافته‌های پژوهش مبین این واقعیت است که ایران و چین می‌توانند با بهره‌گیری از ظرفیت قدرت نرم خود از طریق فراهم کردن بستر گفتگوی تمدن‌ها، افزایش ارتباطات فرهنگی و مبادلات علمی، تقویت دیپلماسی شهری و همکاری اقتصادی در قالب جاده ابریشم، زمینه توسعه روابط دو جانبه و تامین منافع ملی متقابل را فراهم سازند.

Public diplomacy is one of the tools of foreign policy that, through a novel approach to advancing goals and safeguarding national interests, has gained increasing significance in the foreign policies of states. This modern approach to diplomacy responds to the demands of a changing global environment, where new actors and populations play a major role in shaping norms, international rules, and global governance. Based on this context, the main question of this article is: What are the opportunities for strengthening public diplomacy between Iran and China, with particular emphasis on the policies of the Seventh Development Plan in their bilateral relations? The research hypothesis is that Iran and China can expand and strengthen bilateral relations by leveraging their cultural, civilizational, scientific, educational, political, and economic capacities. The present research is qualitative and employs a descriptive-analytical method to examine the topic. Data were collected from library sources and official documents, while theoretical foundations of public diplomacy were applied to explain and interpret the findings. The research findings indicate that Iran and China can create a platform for dialogue between civilizations, enhance cultural exchanges and scientific collaborations, and strengthen urban diplomacy and economic cooperation. By effectively utilizing their soft power capacities within the framework of the Silk Road, both countries can establish a foundation for the development of bilateral relations and the advancement of mutual national interests.
