الگوی حکمرانی در جمهوری اسلامی ایران

چکیده
مقاله با تبیین مفهوم حکمرانی به عنوان فضای افقی فرایند تصمیم گیری در جامعه، راه‌ها و شیوه‌های تحقق تصمیم‌ها، روش کارآمد برای توفیق در این سیاست‌ها و نحوه رفتار کارگزاران و کنشگران، الگوی حکمرانی در جمهوری اسلامی را منطبق بر الگوی حکمرانی الهی مبتنی بر توحید و عدالت می داند. این الگوی حکمرانی دارای مختصات زیر است: نخست، مشارکتی مبتنی بر مردم سالاری دینی است. دوم عقلانی مبتنی بر عقلانیت موسع یعنی ترکیبی از عقلانیت ابزاری، عقلانیت اخلاقی یا هنجاری، عقلانیت غایی یا هستی شناختی، عقلانیت تفاهمی، عقلانیت ارتباطی، عقلانیت انتقادی، عقلانیت اقتضائی و عقلانیت جمعی است. سوم ترکیبی است از این لحاظ که تلاش نموده تا به سوال افلاطونی چه کسی باید حکومت کند و سوال ماکیاولی چگونه باید حکومت کرد پاسخ دهد. چهارم تاب آور یا تاب مند است به نحوی که بر اساس اقتصاد مقاومتی تلاش دارد تا بین دوگانه درونگرایی و برونگرایی پیوند برقرار سازد. پنجم تمدن گرا در پی تحقق تمدن نوین اسلامی و نیز دانش بنیان به معنای شبکه ای، پویا و علمی است. ششم اقتضایی، روزآمد و کارآمد است که بر سازگاری سنت و مدرنیته استوار است. در پایان، نویسنده برای تحقق حکمرانی هوشمند در جمهوری اسلامی، بر استفاده از فناوری‌های نوین، به‌ویژه هوش مصنوعی، برای بهبود فرآیندهای تصمیم‌گیری و مدیریت منابع در سطح دولتی و سازمانی تاکید می ورزد.

چکیده English

By defining governance as the horizontal space of decision-making in society—encompassing the methods and mechanisms of implementing decisions, the effective means of achieving policy success, and the conduct of agents and actors—the article identifies the model of governance in the Islamic Republic as aligned with the divine paradigm of governance, founded upon monotheism and justice. This model is characterized by the following features:
First, it is participatory, grounded in religious democracy.
Second, it is rational, based on an expanded conception of rationality that integrates instrumental rationality, moral or normative rationality, teleological or ontological rationality, communicative rationality, dialogical rationality, critical rationality, situational rationality, and collective rationality.
Third, it is composite, insofar as it seeks to address both the Platonic question of who should rule and the Machiavellian question of how to rule.
Fourth, it is resilient, drawing upon the framework of a resistance economy to reconcile the duality of inward-looking and outward-looking approaches.
Fifth, it is civilizational, oriented toward the realization of a new Islamic civilization, and knowledge-based in the sense of being networked, dynamic, and scientific.
Sixth, it is contingent, adaptive, and efficient, built upon the compatibility of tradition and modernity.
In conclusion, the author emphasizes that the realization of smart governance in the Islamic Republic requires harnessing modern technologies—particularly artificial intelligence—to enhance decision-making processes and optimize resource management at both governmental and organizational levels.
