بررسی موانع، آسیب‌ها و راهبردهای نهادمندی تحزب در جمهوری اسلامی ایران با تأکید بر مدل چند حزبی رقابتی

چکیده
در جمهوری اسلامی ایران، عواملی نظیر فرهنگ سیاسی، ساختار حقوقی نظارتی، چالش‌های ایدئولوژیک و نحوه مواجهه حاکمیت با احزاب، مانع از تحقق این مؤلفه‌ها شده‌اند. در نتیجه، احزاب غالباً در ایفای نقش واسط میان مردم و حکومت ناکام مانده‌اند و این امر، پیامدهایی چون کاهش مشارکت سیاسی و ضعف در مدیریت بحران و انسجام داخلی را به همراه داشته است. با توجه به نظریه نهادمندی هانتینگتون، شکل‌گیری احزاب سیاسی باثبات مستلزم تحقق چهار مؤلفه تطبیق‌پذیری، پیچیدگی، استقلال و انسجام است. هدف پژوهش، بررسی این موانع و تبیین راهکارهای مدل چندحزبی رقابتی در چهارچوب ارزش‌های نظام است. این پژوهش با روش کیفی از نوع اسنادی، متون مرتبط را واکاوی کرده و از طریق بررسی تحولات تاریخی و قانونی پس از انقلاب اسلامی، وضعیت نهادمندی تحزب را ارزیابی می‌کند. یافته‌ها نشان می‌دهد که مؤلفه‌های نهادمندی نظریه هانتینگتون در احزاب ایرانی تحقق نیافته و فقدان آن‌ها کارآمدی احزاب را تضعیف کرده است. همچنین، قوانین موجود و سازوکارهای نظارتی چالش‌هایی را برای شکل‌گیری رقابت مؤثر و شکل‌گیری احزاب نهادمند به‌وجود آورده‌اند. پیاده‌سازی مدل چندحزبی رقابتی به‌عنوان الگویی از تحزب نهادمند می‌تواند ضمن سازگاری با شرایط ایدئولوژیک و ساختاری جمهوری اسلامی، به افزایش رقابت سالم، پاسخ‌گویی مسئولان و مشارکت شهروندان کمک کند. این مهم، مستلزم اصلاحات قانونی، ارتقای فرهنگ حزبی، شفافیت مالی و آزادی عمل بیشتر احزاب در چهارچوب قانون اساسی و ساختار سیاسی است تا بتواند به نیازهای جامعه و الزامات نظام پاسخ مناسبی دهد.

چکیده English

In the Islamic Republic of Iran, political culture, legal oversight structures, ideological constraints, and the state's approach to party politics have hindered the development of effective party systems. As a result, political parties have struggled to function as intermediaries between society and the state, leading to reduced political participation, weak crisis management, and internal fragmentation. Drawing on Huntington's theory of institutionalization, which emphasizes adaptability, complexity, independence, and cohesion, this study examines the barriers to institutionalizing political parties in Iran and explores strategies for implementing a competitive multiparty model within the framework of the Islamic Republic's values. Employing a qualitative, documentary approach, the research analyzes relevant texts and reviews historical and legal developments since the Islamic Revolution. The findings reveal that the essential components of Huntington's theory remain unrealized in Iranian political parties, thereby undermining their effectiveness. Moreover, existing legal and regulatory mechanisms have limited effective competition and the formation of institutionalized parties. The study argues that adopting a competitive multiparty system could strengthen accountability, encourage citizen participation, and foster healthy political competition, while remaining compatible with the Islamic Republic's ideological and structural foundations. Achieving this requires legal reforms, the promotion of party culture, financial transparency, and greater freedom for political organizations within constitutional and political boundaries.
