As cyberspace rapidly expands and user-centric social networks become increasingly prevalent, their profound impact on society is driving significant social changes. These changes affect cultural, social, political, and economic landscapes. Consequently, there is an urgent need to develop a model that effectively leverages these networks to manage such transformations. A considerable portion of society remains passive or unaware, while governance often resorts to restrictive measures that limit communication channels and overlook the roles of various stakeholders and actors within this ecosystem. This study aims to clarify the current conditions by employing the grounded theory method, specifically the approach developed by Strauss and Corbin. Through in-depth interviews with experts and relevant policymakers, the research analyzed over 700 codes using MaxQDA software across three coding stages, leading to the identification of model components. A paradigmatic model was then developed to outline strategies for managing user-centric social networks according to the grounded theory method. The findings of this research suggest several key strategies for managing these conditions. These strategies include governance based on law, the development of a cyberspace roadmap, cyber diplomacy, activation of user capacity, enhancement of media literacy, mastery of deep AI technologies, and strengthening of ICT infrastructure. Overall, these strategies aim to provide a comprehensive approach to navigating the challenges and opportunities posed by user-centric social networks in the context of social change.
