ارزیابی سیاست‌گذاری علم در نقشه جامع علمی کشور بر اساس مدل چرخه‌ای

چکیده
از اصلی‌ترین حوزه‌های سیاست‌گذاری عمومی، سیاست‌گذاری در حوزه علم و فناوری است. مقاله حاضر درصدد ارزیابی نقشه جامع علمی کشور به‌عنوان بالاترین سند حوزه علم و فناوری است. در این مقاله، نقشه جامع علمی کشور با رویکرد مدل چرخه‌ای و با روش نهادگرایانه در پنج مرحله ورودی‌ها، طراحی، اجرا، خروجی و ارزیابی مورد بررسی قرار گرفته است. در بخش ورودی‌ها مشخص شده که تقاضا برای تدوین این سند از سمت نهادهای حاکمیتی صورت گرفته و کمتر مورد حمایت حوزه عمومی و ذی‌نفعان قرار داشته که نتیجه آن وجود تقاضا و عدم حمایت بوده و موجب چالش در زمینه گفتمان‌سازی شده است. در بخش طراحی به سازوکار تدوین نقشه، نهادهای حاکمیتی مرتبط با آن، ساختار، اهداف کلان و راهبردهای اصلی در آن اشاره شده است؛ در بخش اجرا، نسبت نقشه با قانون برنامه پنجم و ششم توسعه مورد بررسی قرار گرفته است؛ در بخش برون­داد بر اساس آمارهای رسمی موجود، میزان تحقق شاخص‌های کمّی تعیین شده در نقشه ارائه داده شده و در بخش ارزیابی نقاط قوت و ضعف نقشه جامع بر اساس مدل چرخه‌ای اشاره شده که این نقاط قوت و ضعف مربوط به سه ساحت ورودی‌ها، طراحی و اجرا است. بر اساس ارزیابی صورت گرفته راهکارها و پیشنهادهایی برای ارتقای کیفی نقشه حاضر و نقشه‌های مشابه در آینده ارائه شده است.

Evaluation of Science Policy in the National Comprehensive Scientific Map Based on the Cyclical Model

چکیده English

Science and technology policy is one of the key domains of public policymaking. This article evaluates Iran's National Comprehensive Scientific Map (NCSM), which represents the highest-level policy document in the field of science and technology, through the lens of the cyclical policy model. Employing an institutional approach, the evaluation encompasses five stages: inputs, design, implementation, outputs, and evaluation. The input stage reveals that while the impetus for drafting the NCSM originated from governmental institutions, it lacked broad-based support from societal stakeholders, leading to difficulties in establishing a robust policy discourse. In the design stage, the article examines the drafting mechanisms, institutional actors, structural components, overarching goals, and strategic priorities of the map. The implementation stage assesses the map's integration with the Fifth and Sixth National Development Plans. In the output stage, using official statistics, the paper evaluates the extent to which the quantitative targets set by the NCSM have been achieved. The evaluation stage identifies strengths and weaknesses across the input, design, and implementation phases. Based on this analysis, the article offers policy recommendations aimed at enhancing the effectiveness of the current NCSM and informing the development of future science policy frameworks.
