الگوی حکمرانی اسلامی با تأکید بر عدالت و حقوق شهروندی

چکیده
حکمرانی در اسلام فراتر از نیازهای مادی و روزمره است و هم‌زمان به نیازها و حقوق مادی و معنوی توجه می‌کند. در این راستا، سیاست سعادت‌گرا به‌عنوان الگویی برای حکمرانی، شامل تعاملات میان حکومت و شهروندان است و به‌عنوان بنیادی برای تحقق حکومت سعادت‌گرا عمل می‌کند. این پژوهش به بررسی مؤلفه‌های الگوی حکمرانی اسلامی بر مبنای عدالت و حقوق شهروندی در سیاست سعادت‌گرا پرداخته است. نتایج نشان می‌دهد که حکمرانی اسلامی، نیازهای مادی و معنوی را در راستای سعادت اخروی انسان تعریف می‌کند. بنابراین، حکومت باید نیازها و حقوق شهروندان را در زمینه‌های اقتصادی، اجتماعی، سیاسی و مدنی تأمین کند. شهروندان نیز باید بر اساس تعامل حق و تکلیف، روابطی مبتنی بر اخوت و حسن ظن برقرار کنند و حکومت را در اجرای احکام شریعت یاری دهند. سیاست سعادت‌گرا در فقه سیاسی و منابع دینی تعریف شده است و حکومت سعادت‌گرا حکومتی است که بر مبنای احکام شریعت بنا شده و مطابق با نیازهای زمانه تغییر می‌کند. این پژوهش با استفاده از روش توصیفی-تحلیلی به بررسی این مؤلفه‌ها پرداخته و پیشنهاداتی برای بهبود حکمرانی در جوامع اسلامی ارائه می‌دهد.

The Islamic Governance Model with Emphasis on Justice and Citizens' Rights

چکیده English

Islamic governance encompasses more than the management of material affairs—it addresses both the worldly and spiritual dimensions of human life. In this framework, the concept of welfare-oriented governance emerges as a model grounded in reciprocal responsibilities between state and citizens, aimed at fulfilling holistic human needs and achieving societal welfare. This study explores the key components of an ideal Islamic governance model based on justice and the protection of citizens' rights within a welfare-oriented political system. The findings indicate that such a model integrates both material welfare and spiritual elevation as part of the pursuit of human salvation. Accordingly, the state, as a welfare-oriented political institution, is responsible for meeting the economic, social, political, and civil needs of the people. Conversely, citizens are expected to fulfill their duties within the framework of mutual rights, social trust, and communal solidarity, while actively supporting the implementation of Shariah law. Welfare-oriented governance, as derived from Islamic jurisprudence and religious texts, is dynamic and adaptable to the evolving needs of society. This research employs a descriptive-analytical methodology, drawing on library and documentary sources, to offer a detailed analysis of the principles and structure of Islamic governance. The study ultimately contributes to a deeper understanding of welfare-based governance in Islamic thought and proposes practical recommendations for improving governance in contemporary Islamic societies.
