راهبرد دریایی ایران در جنوب غرب آسیا و شمال اقیانوس هند

چکیده
جنوب غرب آسیا و شمال اقیانوس هند از مناطق مهم و استراتژیک جهان هستند که به‌ لحاظ ژئوپلیتیک و ژئواکونومیک اهمیت بالایی دارند. آنچه که قابل توجه است جمهوری اسلامی ایران به ‌لحاظ دریایی از موقعیت مناسبی در این مناطق برخوردار ‌است. لذا، این موقعیت موجب شده ایران نسبت به مناطق جنوب غرب ‌آسیا و شمال اقیانوس هند بی‌تفاوت نباشد و تحولات مناطق مذکور را رصد کند. سوالی که در این پژوهش مطرح می‌شود این است که راهبرد دریایی ایران در جنوب غرب آسیا و شمال اقیانوس هند چیست؟ در پاسخ به این سوال نویسنده با تاکید بر روش تحقیق کیفی و روش توصیفی- تحلیلی بیان می‌دارد که باتوجه به سیاست‌های کلی توسعه دریامحور راهبرد دریایی ایران سلطه‌گرایانه نیست، بلکه راهبرد صلح‌گرایانه و همکاری‌جویانه می‌باشد. برای اجرایی‌سازی این راهبرد، ایران از دو فرصت حمل و نقل و انرژی برخوردار است که از این طریق اعتبار دریایی گسترش پیدا کرده و زمینه‌ساز قدرت دریایی برای کشور خواهد شد. با وجود این، از اصلی‌ترین اهداف رقبای ایران، در انزوا قرار دادن کشور است. آنان بدنبال این هستند تا جمهوری اسلامی از دو فرصت مذکور استفاده نکند تا کشور در تنگنای اقتصادی و عدم مقبولیت جهانی قرار بگیرد و در نهایت این امر موجب کاهش حضور ایران در دریا می‌شود. همچنین، عرصه را برای سایر نیروهای منطقه‌ای و فرامنطقه‌ای فراهم می‌کند. بنابراین، راهکار حضور قدرتمند ایران در دو بخش حمل و نقل و انرژی از طریق فعال کردن بندر چابهار و توجه به نیازهای انرژی منطقه و فرامنطقه‌ای است.

چکیده English

Southwest Asia and the North Indian Ocean are important and strategic regions of the world, which are of great importance in terms of geopolitics and geoeconomics. What is remarkable is the Islamic Republic of Iran, which is a country that has a good position in the region in terms of the sea. Therefore, this situation has caused Iran to not be indifferent to the regions of Southwest Asia and the North Indian Ocean and monitor the developments in the mentioned regions. The question raised in this research is, what is Iran's naval strategy to increase sea power in Southwest Asia and the North Indian Ocean? In response to this question, the author emphasizes the qualitative research method and the descriptive-analytical method, expressing that according to the general policies of sea-oriented development, Iran's maritime strategy is not hegemonic but a peaceful and cooperative strategy. To implement this strategy, Iran has two opportunities: transportation and energy, which will expand its maritime credibility and become the foundation of Iran's maritime power. However, the Islamic Republic of Iran is facing obstacles from its competitors in the region to use these two mentioned opportunities. Despite this, one of the main goals of Iran's competitors is to isolate the country. They are looking for the Islamic Republic not to use the two mentioned opportunities so that the country will be in economic trouble and lack global acceptance and cause the reduction of Iran's presence in the sea. It also provides the arena for other regional and extra-regional forces. Therefore, the solution for Iran's strong presence in both transportation and energy sectors is to activate Chabahar port and pay attention to regional and extra-regional energy needs. Qualitative methods, library, and internet sources have been used to investigate my research.
