چکیده

بسیاری از موسسات آموزش عالی با توجه به وجود نگرانی‌هایی درباره هزینه و ارزش تحصیلات عالی، تلاش می‌کنند برای آینده نوآیند، برنامه‌ریزی کرده و از فشارهای شدید ناشی از نظارت عمومی، بودجه‌های پایین و رقابت برای دانشجو و منابع‌ به سلامت بیرون آیند. شرایط متغیر در سازوکارهای ارائه خدمات آموزش عالی، نوآوری‌های ایجاد شده در تأمین مالی نظام دانشگاهی، تحولات اقلیمی، مسائل فرهنگی-سرزمینی آتی، جمعیت دانشجویی و نیروی کار آینده، تغییرات ماهوی شغلی و بین‌المللی شدن آموزش، لزوم اتخاذ رویکرد آینده‌نگرانه و میان‌رشته‌ای را در ابعاد حکمرانی بخش آموزش عالی روشن می‌سازد. در این پژوهش با استفاده از بررسی متون آینده‌پژوهی آموزش عالی و مدل‌های آینده‌نگاری،‌ که خود ماهیتی میان‌رشته‌ای دارد، به کمک روش‌های خبره‌محور چارچوبی کیفی با تلفیق فرایندها و مفاهیم ارائه شده است که هدف اصلی آن پیاده‌سازی یک بوم آینده‌نگاری در حوزه آموزش عالی و ارائه توصیه‌های حکمرانی در نسبت با آینده است. بوم آینده‌نگاری، به استخراج آینده‌های بدیل آموزش عالی، تحلیل محیط نوآیند پیش رو و همچنین ترسیم نقشۀ‌راه حکمرانی این حوزه می‌انجامد.

چکیده English

Many of higher education institutions, given the concerns about the cost and value of higher education, are trying to plan for a emergent future and to survive the severe pressures of public oversight, low budgets, and competition for students and resources. The changing conditions in the mechanisms of providing higher education services, innovations in the financing of the university system, climate change, future cultural-territorial issues, the student population and the future workforce highlight the need for adopting a future-oriented and interdisciplinary approach to different dimensions of governance in the higher education sector. In this study, by examining the texts regarding future analysis, higher education research and future studies models that have an interdisciplinary nature, a qualitative framework is presented by combining different processes and concepts with the help of expert methods. The main purpose is to implement a higher education foresight canvas in the field of higher education and governance advices in relation to the future. Foresight canvas leads to extracting alternative future scenarios of higher education, analysing emergent upcoming environment and also designing roadmap for governing of this field.
