بررسی سیاست خارجی دولت‌های انقلابی جدید در منطقه خاورمیانه و شمال آفریقا بر‌اساس مدل پیوستگی جیمز روزنا

چکیده

وقایع انقلابی که در برخی از کشورهای خاورمیانه و شمال آفریقا، به‌خصوص از تونس آغاز شد و به دیگر کشورها از جمله مصر، یمن، بحرین، لیبی، عمان و حتی سوریه نیز تسری پیدا کرد و منجر به پیروزی در تعدادی از این کشورها از جمله مصر و لیبی شد، هر تحلیلگر سیاست خارجی و روابط بین‌الملل را با این سؤال مواجه می‌کند که سیاست خارجی دولت‌های انقلابی جدید در این کشورها در جهت تأمین منافع ملی و همچنین وقایع بیرونی چگونه خواهد بود؟ در همین راستا، هدف اصلی مقاله ; بررسی سیاست خارجی این دولت‌ها بر اساس مدل «پیوستگی» جیمز روزنا است. بدین منظور، در این مقاله بعد از شناسایی رهیافت‌های کلان و خرد مربوط به تجزیه و تحلیل سیاست خارجی کشورها، به مدل تلفیق دو سطح تحلیل که نماینده اصلی آن روزنا است، خواهیم پرداخت و بر اساس این مدل به این نتیجه خواهیم رسید که در شناسایی، بررسی و حتی پیش‌بینی سیاست خارجی دولت‌های جدید در منطقه، باید به بررسی عواملی چون فرد تصمیم‌گیرنده، نقشی که وی بازی می‌کند، متغیرهای حکومتی دولت‌های جدید، جامعه و یا متغیرهای غیرحکومتی که شامل جهت‌گیری‌های ارزشی عمده است و در نهایت، متغیرهای محیطی یعنی همان محدودیت‌ها و فرصت‌های محیطی که این دولت‌های جدید با آن روبرو می‌شوند، بپردازیم و این عوامل را به دقت مورد شناسایی و ارزیابی قرار دهیم

Study of Foreign Policies of New Revolutionary Governments in Middle East and North Africa on the Basis of “Continuity Model of James N. Rosenau”

Revolutionary developments, which started in some countries of the Middle East and North Africa, especially Tunisia, and soon spread to other countries like Egypt, Yemen, Bahrain, Libya, Oman and even Syria, and ended in victory of revolutions in some of those countries, including Egypt and Libya, face every foreign policy and international relations analyst with this question: what foreign policy will new revolutionary governments in these countries adopt to meet their national interests and deal with external developments? The main goal of this paper is to study foreign policy of these governments on the basis of James Rosenau’s “continuity” model. Therefore, this paper first identifies large- and small-scale approaches to analysis of foreign policy of countries before focusing on the two-level combined model of analysis which is best represented by Rosenau’s model. Based on this model, we reach the conclusion that to identify, study, and even predict foreign policy approaches of new regional governments, one must analyze such factors as the person who makes decisions, the part he plays, governance variables of new governments, as well as society and/or nongovernmental variables which include major value-based orientations. Finally, environmental variables, namely, environmental limitations and opportunities facing the new governments, are discussed and these factors are carefully identified and assessed.
