Abstract

In light of the Supreme Leader’s emphasis—expressed in his decree for the new members of the Council—on the necessity of comprehensive and proportional reform in the Supreme Council of the Cultural Revolution (SCCR), and following the approval of the SCCR’s Change Resolution in 2022, this study seeks to review and evaluate the Council’s change axes and their status after the implementation of the resolution, while offering suggestions for refinement and improvement of this change path. In this research, after reviewing key SCCR resolutions related to change—including the Change Resolution and relevant bylaws—, data were collected through semi-structured interviews with experts and analyzed using qualitative content analysis. The data analysis led to the identification of 9 key change axes. The findings indicate that achieving meaningful change in the SCCR requires simultaneous attention to both efficiency and effectiveness across its institutional position and mission, internal structure and processes, and inter-institutional relations. To improve efficiency, it is necessary to pay more attention to the position of the council's resolutions in the country's governance system, enhancing coordination with Parliament, appropriate reflection of approvals in laws and regulations, and restructuring the secretariat’s units and affiliated councils. On the effectiveness side, it is essential to strengthen the roles of steering the implementation and monitoring of resolutions, utilize the Council's elite capacity for determining priorities, and improve agenda-setting through the secretariat's expert capacity.
