F uture Prospects of Iran–China Public Diplomacy: A Policy-Based Analysis Grounded in the Seventh Development Plan of the Islamic Republic of Iran

Abstract
Public diplomacy is one of the tools of foreign policy that, with a novel approach in advancing the goals and securing the national interests of governments, has gained more popularity in the foreign policy of governments. This modern approach in diplomacy is a response to the requirements of the new world, in which new people and actors play a major role in shaping norms and international rules and managing global affairs. Based on this, the main question of this article is based on the premise of what are The opportunities for strengthening public diplomacy between Iran-China, with an emphasis on the policies of the Seventh Development Plan in their bilateral relations?.The research hypothesis has been detailed in a way that Iran and China are able to expand and strengthen bilateral relations by utilizing their cultural, civilizational, Science – Education, political, and economic capacities. The present research is qualitative and uses a descriptive-analytical method to examine the research topic. The required data has been collected through library sources and documents. In addition, theoretical foundations of public diplomacy have been used to explain the research topic. The findings of the research indicate that Iran and China can provide a platform for dialogue between civilizations, increase cultural exchanges and scientific collaborations, as well as strengthen urban diplomacy and economic cooperation, through the use of their soft power capacities, within the framework of the Silk Road, to create a basis for the development of bilateral relations and mutual national interests.
