Strategic Assessment of the Compliance of Current Laws with the General Policies of the Resistance Economy

Abstract
The issuance of the General Policies of the “Resistance Economy” on 18 February 2014 (29 Bahman 1392) aimed to position Iran as the leading economic power in the region, emphasizing a knowledge-based and justice-oriented economy. After more than a decade, a necessary preparatory measure is to evaluate the extent to which existing laws comply with the objectives of these general policies. This evaluation requires two main assessments: first, examining the alignment of sector-specific or directly related laws with the general policies; and second, identifying inconsistencies in other existing laws. In this study, employing a descriptive-analytical approach, both categories of laws were identified and analyzed, encompassing 26 fully relevant laws and 39 related laws. The results indicate that, among the 24 clauses of the general policy, 11 clauses show partial or repeated inconsistencies with current legislation, 19 clauses are aligned (compliant), 5 clauses have been completely overlooked, and 10 clauses require attention in at least eight of the relevant laws. Furthermore, among the 26 identified relevant laws, the laws on “Enhancement of Agricultural and Natural Resources Productivity,” “Removal of Barriers to Competitive Production and Strengthening the National Financial System,” and “Continuous Improvement of the Business Environment” emerge as the most closely aligned with the general policies. Conversely, within the full body of existing legislation, the laws on the “Central Bank of the Islamic Republic of Iran,” the “Amendment of Certain Provisions of the Government Financial Regulations (2),” and the “Regulation of Certain Government Financial Rules” exhibit the highest degree of inconsistency with the related general policies.
