Policy Making Pathology of Water Crisis in Iran: A Foresight Approach

From the past, water scarcity has long been the nature of Iran; in recent decades, rainfall has declined, climate change, an increase in excessive withdrawal of groundwater resources and ... has led to a water crisis. But in a general look at Iran's water situation, we find that there are questions and complexities that have led to a long-term mismanagement and management of the crisis and crisis. The water crisis requires a systematic effort to look at the future in the fields of knowledge, technology, economics, culture, environment, and society, and prosperity is a prerequisite for any policy. This research has been designed to identify and investigate the damages caused by water policy in the country. The information contained in this essay is a study of the water crisis, as well as numerous conversations with a set of expert and expert elites that have been extracted by Delphi technique in several steps. The results of the research indicate that policymaking in Iran's water crisis is possible in the context of which the correct knowledge of the policy process and the deficiencies that govern it is obtained. Following are issues such as the lack of proper orientation of the reasons, inappropriate water valuation, the fragmentation and contradiction in decision making, legislation, the lack of consideration of indigenous knowledge of water in the country, imitation of non-thinking imprints, the lack of use of various experts in the field of water policy And ... which is one of the most important damages to the current water crisis policy.
