Science and Technology Macro Intermediary Institutions; a Paradigmatic Model: the Case Study of Science and Technology Vice Presidency

Abstract

Aim: The Vice Presidency of Science and Technology is an institution with a macro, fundamental and decisive role in the national innovation system of the IRI. Efforts to streamline this sector depends on strengthening the national innovation system of Iran. The main aim of this research is to present a paradigmatic model. Methodology: To achieve this aim, a methodology based on experiences and opinions was adopted. Also, by using Strauss and Corbin grounded theory approach and analysing, interviews made with officials, the categories of paradigmic model were identified. Findings: After processing the data according to the theory, a paradigmatic model was proposed. Results: Based on the theoretical analysis of data obtained from interviews, the contexts and interventions that help improve intermediary role as an action strategy were recognized. The paradigmatic model’s consequences are completion of science- wealth cycle, independency and national sovereignty
