Abstract

After the expansion of the Internet and public interest in virtual space, different countries of the world made policies in this area. Realizing the importance of the issue, the Islamic Republic of Iran also made a policy in the field of cyberspace, and the "Strategic Document of the Islamic Republic of Cyberspace" is one of these upstream documents. So far, various analyzes have been published regarding this issue, but they have various missing points. This research seeks to discover the missing link in the policy of the virtual space of our country so that it can reach a point of view that will achieve the desired result with the help of those policies. The method used in this article is descriptive-analytical and documentary and library tools were used. This article, relying on the theoretical point of view of the Supreme Leader, Ayatollah Khamenei, who has always emphasized the importance of people's participation in various issues of the country, has criticized the directive policy and the top-down view. The current research shows that policymakers' inattention to the factors of "persuasion", "legitimization" and "feedback" in the policy cycle, which has always been emphasized by the Supreme Leader, has caused policies in this area to not be able to attract public satisfaction and achieve little success.
