Problem structuring of control in the matter of governance

Abstract

The most important action in solving the problem is the problem structuring; Without a correct problem structuring, it is not possible to provide an optimal solution. In this regard, control issues are one of the most important issues in the governance system. Weakness in the formulation of these issues, has caused the inefficiency of the solutions in the field of control and will ultimately lead to the reduction of social capital, corruption and inefficiency of the governance system. Therefore, the current research has been organized in order to formulate the problem of control in the matter of governance. To collect data, 13 documents were studied and 24 deep and semi-structured interviews were conducted with experts (including 18 government officials and 6 faculty members). To analyze the qualitative data, the thematic analysis method was used, which resulted in 97 basic themes, 34 organizing themes, and 9 global themes. Finally, according to the coding done, the global themes include: lack of effectiveness of control systems, lack of correct implementation and formulation of laws, lack of control over the smooth flow of affairs, lack of accountability and responsibility, lack of transparency, lack of coherence and integrity, lack of meritocracy and merit selection, lack of internal control and self-control, and the lack of collective decision-making were identified, which indicate the weak factors in the regulatory bodies and the deficiencies in the governing laws and regulations.
