Pathology of Regional Development Management in Iran and Selecting an Optimal Managerial Pattern

Abstract

Based on the opinion of researchers, regional development in Iran during recent decades has been associated with un-sustainability. This problem results from the lack of an optimal management pattern and the existence of an inappropriate pattern of regional management. This article is a documentary survey with a descriptive and analytical approach, aiming at providing a pathology and selecting optimal management pattern of regional development. The statisticals society of the research is the regional development experts that 370 of them have been chosen with the use of cluster sampling and Cochran equation from universities throughout the country. In addition, 30 persons were certified to do interviews based on Delphi technique and weight parameters and options. Questionnaire validity coefficient by using the CVR equation amounted to 0.80 and its reliability by using Cronbach method amounted to 0.926, which is the equivalent of 0.827 Gotman. The validity and reliability of the tool is of high limit. The result of Kolmogorov-test is at the significant level of 0.05, statistics showed that the figure is higher than the significance and normal level. For this weighting the criteria and parameters, ANP method and for ranking and choosing optimum regional management, decision-making models including multiple-ANP, SAW, ELECTREII, PROMETHEEII and TOPSIS were used. The results of this research show that among different patterns of management, "the pattern of good governance" is at the top of levels. At the end, some suggestions in the context of the results are provided
