This article argues that the main differences between the Iran’s nuclear file and the North Korean one can be summarized in two points: 1) the regional context of two countries and 2) close relationship between North Korea and China, as one of the permanent members of UNSC and an emerging great power. These differences have generated two different track for the two countries’ files.
