Theoretical Model of Policy Making for the Reform of the Administrative System in Iran, Based on Grounded Theory

Abstract

The purpose of this study is to present a model for reforming the administrative system in Iran. The research method is a hybrid type, using the Grounded theory. To collect the data, the interviewing tool was used to identify and consider the experts of the administrative system. In order to test the model, a questionnaire was used and structural modeling was used to analyze the data. The data were analyzed by open source, axial and selective coding, and after the model test, the theorems were presented. The results show that causal conditions affecting the agenda for policies of administrative system reform include structural and organizational areas, productivity, human capital, management, laws and regulations, and international relations. Intervening factors include: think tanks, lack of optimal budget allocations, and lack of motivation and continuous commitment of managers and agents, which according to background factors include political, socio-cultural, economic-technological, international and organizational- administrative trends will affect the agenda for policies of administrative system reform. Moreover, the proposed strategies namely adaptation of capabilities, capacities, and capabilities of the administrative system with the role and tasks of an ideal and desirable government, as well as creating a culture for an evolution and reform in the administrative system, can result in positive consequences to administrative system reform.
