Review and Classification of Government Strategies on Online Social Networks (OSN) in the World

Abstract

In recent years and along with development of the web 3 and expansion of online social networks on the Internet, the influence of social network on societies has become one of the most important issues in the field of technology policy making. The influence of social networks on the different aspects of the modern life has led to the removal of the boundaries restricting the traditional media to one-way communication. This article aims to extract and classify some country strategies towards the social networks. First of all, programs, laws, regulations, style sheets, and policies at the national level were studied, and then documents from twelve countries including, Arabi countries (as a whole) and European Union (with some European countries) were examined in order to understand the government strategies on OSN. These strategies were classified into five strategic a alternatives: (1) creation and diversification strategies, (2) cooperation strategies, (3) intended use strategies, (4) promotional, training and awareness strategies, and (5) defensive strategies. Extracting strategic alternatives, not only helps decision-makers and experts to formulate multiple strategies for social networks, by taking advantage of the opportunities provided by this technology to reduce the threats resulted from it, but also it can be used in other strategic research concerning cyber space.
