Sustainable construction is one of the foundations of sustainable development, and its realization in the city of Tehran, which includes a significant share of construction and production of artificial environment in Iran, is doubly important. In the meantime, urban management as a custodian of the realization of sustainable urban development has an important and irreplaceable role. Therefore, the purpose of this study is to authoritatively explain the management challenges of sustainable construction in Tehran. For this purpose, combined methods and strategies such as content analysis and CODAS analysis have been used. What was obtained from the data analysis showed that Tehran's urban management is facing two categories of procedural and contextual challenges on the way to achieving sustainable urban construction, which includes a total of 14 challenges, the most important of which is the confrontation with the "managerial non-social organization", which has evolved for decades. This issue has increasingly confirmed the importance of good urban governance in Tehran and shows that without comprehensive, motivating and promising strategies, it will be impossible to face more progressive challenges such as the integration of the urban management organization, Resilience enhancement and stakeholder awareness in the future. Finally, the identified challenges are presented in the form of a conceptual model.

What governments either decide to do or do not decide to do is called public policy. This process begins with identifying the issues; but its focus on identifying these very issues is something that affects the general public. This research provides a model for identifying public issues in Iran with the grounded theory approach. In this essay, the grounded theory has been used and 15 interviews with policy experts have been conducted. Data were analyzed by open, axial and selective coding and the research model was presented. Data analysis led to 122 concepts, 23 categories and the formation of the grounded theory model. The results show that the causal conditions include the issues of public sensitivity to the subject, the cost of the issue for the country, the geographical area surrounding the issue, emergency events and natural disasters, interfering factors including legislators and government officials, Political actors, non-governmental actors, mass media, universities and research institutes in the public space of the Iranian policy-making system, the intellectual currents and mental models of policy makers, political and security dynamics, social, cultural and religious conditions, Economic and technological developments, foreign and international currents along with organizational and administrative currents influence the identification of public issues in Iran.

Abdel Fattah al-Sisi changed Egyptian foreign policy strategy after gaining power in Cairo. Al-Sisi is following a realistic trend in foreign policy. But he is also trying to limit Iran's regional influence through an offensive approach. Meanwhile, the expansion of cooperation with Israel and active participation in the anti-Iranian regional coalition threatens Iran's national security. With this in mind, the present study seeks to answer the fundamental question of what requirements the foreign policy strategy of Abdel Fattah al-Sisi in the region has created for the foreign policy and national security of the Islamic Republic of Iran? In this paper, "Copenhagen School’s theory of Regional Security", "offensive realism" and the decision-making theory are used as a combined theoretical framework. Furthermore, the research method of this essay is descriptive-analytical. findings of the present study indicate that Egypt, with its growing intimacy to Israel, establishing an Arabian front with the participation of the United Arab Emirates and Saudi Arabia, pursuing confrontational policies against resistance movement in the region, and widespread confrontation against Tehran’s regional policies, affects Iran’s national security. Therefore, cairo’s behaviour has created the need for reconsideration of Iran’s type of interaction with Egypt at both levels of confrontation and de-escalation.

The present study seeks to analyze and evaluate the strategic relations between the Islamic Republic of Iran and Pakistan. In recent decades, the strategic relationship between Tehran and Islamabad has experienced a significant leap on economic, political, diplomatic, military and cultural levels. However, the contexts and factors of divergence in the relations between the two countries still have a special prominence. The Islamic Republic of Iran, based on its neighborhood policy along with its strategy for deepening economic and trade relations with its neighbors, has defined a special importance for the enhancement of relations with the neighbouring countries. Pakistan also has a strong interest in reducing its concentration on its western borders in order to focus on the management of its issues across its eastern frontiers with India, along with meeting some of its economic needs from Iran. In this regard, the main question of the present article is that, considering the various levels and dimensions of the relations of the Islamic Republic of Iran with Pakistan, "to what extent is it possible to form a strategic alliance in the bilateral relations between Iran and Pakistan? In response, this hypothesis is tested due to the high level of cultural commonalities, geographical proximity, relatively complementary bilateral economic needs and social capital of Iran in Pakistani society, along with the possibility of tripartite cooperation with China as an emerging regional power, There are necessary grounds for pushing Iran-Pakistan bilateral relations to a strategic level. writing this article was through using policy prescriptions and the descriptive-analytical method. The required information is also collected through the library research method, the use of first-class sources, interviews with elites and state officials and Internet references.

Iran and Saudi Arabia are two regional powers in West Asia that have long had ideological and political rivalries. After the victory of the Islamic Revolution in 1979, the pre-existing competition intensified and the security of the West Asian region underwent a fundamental change. The two countries have different views on regional order, both claiming leadership of the Islamic world and trying to design regional strategies to influence regional developments in their favor. Saudi Arabia puts the basis of its regional strategy on compromise with the West, while Iran-leveraging its network of regional coalitions-pursues geopolitical resistance. After the dominolike uprisings throughout the Arab countries in the region in the name of the Islamic Awakening and their subsequent developments, the rivalry between the two countries intensifies even more. Iran and Saudi Arabia pursued two different strategies in their neighborhood policy towards the developments regarding the Islamic-awakening in the Arab world. The purpose of this article is to examine the neighborhood policy of Iran and Saudi Arabia in Bahrain, Syria and Yemen. This article seeks to answer the main question: What was the neighborhood policy of Iran and Saudi Arabia towards the Islamic Awakening and the subsequent developments in West Asia? In this article, in addition to examining the neighborhood policy of Iran and Saudi Arabia during the Islamic Awakening, leading strategies in the future of Saudi-Iranian relations are also examined. using the library resources, the authors adopt the qualitative method of documentary analysis to write this paper.

The aim of this study was to design a participatory governance model in order to reduce corruption. Accordingly, the present study is practical-fundamental in terms of purpose, mixed (qualitative-quantitative) in terms of data type, cross-sectional in terms of data collection time, and a survey research in terms of data collection method. The statistical population of the present research in the qualitative section includes 20 experts, specialists and elites working in both the provincial government and the office of governor. Also in the quantitative part, the statistical population of this study includes all experts working in the organizations of the provincial office and office of governor from which 335 individuals were selected as a sample using cluster random sampling method. The analysis in the qualitative part was conducted through the methods of literature review and the interview. In the inferential and quantitative sections, one-sample t-test and SPSS-v21 software were used in order to answer the research questions. The results showed that the model of participatory governance to reduce corruption in Iran includes the dimensions of the central phenomenon: participatory governance, causal conditions: institutional development of participatory governance, consequences and results: reduction of corruption, Contextual background (governing context): participatory culture, interfering conditions: strengthening the administrative system and strategies: reforming the organizational structure along with 30 components. Finally, the results showed that the proposed model has a good validity.
